Lilburn, GA, is a relatively small city with an estimated population of approximately 11,500, and it is located about 20 miles northeast of Atlanta in Gwinnett County. The Downtown Development Authority is an official city government bureau whose responsibility includes studying proposed new developments and providing impact reports to the Lilburn Planning Commission. The Planning Commission is the official city bureau that implements policies established by the Lilburn City Council, including final review and approval of proposed developments. The operative concept is to ensure that all developments in Lilburn comply with the City’s building, environmental and aesthetic standards. The focus of development is in Old Town Lilburn where many antique shops, thrift shops, gift stores, and a wide variety of restaurants are located. The goal is to encourage tourism, increase business revenues, and provide more unique shopping experiences for residents.
